"A flood insurance program is a tool that should be used expertly or not at all. Correctly applied, it could promote wise use of flood plains. Incorrectly applied, it could exacerbate the whole problem of flood losses. For the federal government to subsidize low premium disaster insurance or provide insurance in which premiums are not proportionate to risk would be to invite economic waste of great magnitude."

You may be able to voice your concerns right now because changes are being asked for in a bill going to the Senate.
HR 5114 “Flood Insurance Reform Priorities Act of 2010”
It will extend the program to 2015 and raise policy by 20% annually.
We recommend to get in touch with your Senator’s ask them to support you,
tell them the LOMA rules should be changed to be fair and Policy rates should be based on flood risk.
Don’t wait until you get a letter from your bank or lender to act, it will be too late by then.
